The inspection organized by the State Council must oversee the implementation of policies, sum up local experiences, collect grassroots suggestions and help solve existing problems, Premier Li Keqiang stressed at the State Council executive meeting on Nov 11.

The meeting heard a report on the seventh inspection, which aims to promote the implementation of policies and to ensure their role in boosting economic stability and recovery.

To implement the plan of the Central Economic Work Conference and the Government Work Report, the State Council sent inspection teams to 14 provincial-level regions and the Xinjiang Production and Construction Corps.

The inspections have been very effective in promoting the implementation of policies during the last seven years, the Premier said.

“The inspection shows that, since the beginning of the year, local governments have conscientiously implemented the decisions and arrangements of the Communist Party of China Central Committee and the State Council, channeling 2 trillion yuan ($302.57 billion) in new fiscal funds to the primary level in cities and counties to directly help businesses and individuals,” he said.

“In particular, 2.5 trillion yuan in tax and fee cuts, together with other policies, have been effective in supporting market entities and boosting market confidence, while playing a key role in stabilizing economic fundamentals,” the Premier added.

He urged further strengthening supervision to ensure that all policies are implemented.

"The important policies introduced this year, especially those from the Central Economic Work Conference and the Government Work Report, must be fully implemented," the Premier said.

Some of the problems found during the inspection, like insufficient policy implementation, increased burden on market entities, and idle financial funds, are individual cases, but some are more general, the Premier noted.

"Incentives should be given to local governments that take the initiative in policy implementation and achieve significant results, while problems found should be reported and rectified within a time limit." Those who still fail to correct the problems should be held accountable, the Premier said.
