China steps up export controls on strategic minerals

China will implement the full-chain management of strategic minerals to ensure effective enforcement of control measures, and safeguard national security and development interests, said a spokesperson from the Ministry of Commerce.

The official's remarks came after the government announced earlier this week that it would tighten export controls on strategic minerals, with a focus on cracking down on smuggling and strengthening customs inspections at ports.

Effective prevention of the illegal outflow of strategic minerals must start at the source and extend across every stage of the supply chain, from mining and smelting to processing, transportation, manufacturing, and sales and export, the spokesperson said in an online statement.

Both central and local authorities will carry out their regulatory and enforcement responsibilities in line with their mandates. They will work to enhance traceability systems and establish routine management mechanisms, ensuring comprehensive and stringent oversight across all links in the supply chain, said the spokesperson.

The ministry's statement also emphasized that violations of laws and regulations will be strictly punished. Furthermore, local governments are required to fast-track registration and record-keeping of businesses involved in strategic minerals within their regions.
