In Europe, opportunities for cooperation are strong in research, an area where the bloc excels, particularly in fields such as data reliability and data security, Xue said.
She noted that the International Data Spaces Association, based in Dortmund, Germany, is exploring how to make data trustworthy and how trusted data can be shared and exchanged across borders.
Looking forward, Xue said the company remains optimistic about international AI cooperation, even against the backdrop of geopolitical turbulence.
"Telecommunications, like water and electricity, is a fundamental service that underpins every individual and every industry, born to improve people's lives," she said. "In this new wave of technological revolution, China Unicom, as a Chinese enterprise, sees it as both a responsibility and a strength to contribute Chinese wisdom to global AI governance."
