    China's inspection institutions have proposed new rules on vehicle inspection to regulate the work, the Ministry of Public Security of People's Republic of China (MPS) said on Friday.

    According to the "Suggestions on reinforcing and improving the inspection work of vehicles" introduced by MPS and General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ), several measures have been suggested to enhance vehicle inspection.

    These steps include prohibiting government sectors from operating vehicle inspection institutions, existing institutions that are affiliated to the MPS or AQSIQ must be shut down by the end of September this year. It also said that from Sept 1, new non-profit-making vehicles will not be inspected for first six years. Vehicle owners will be allowed to freely choose their own inspection institutions and cross-region vehicle inspection. The suggestions are centered on 18 key contents, also called 18 stipulations.

    It can be summed as:

    - speed up the construction of more inspection institutions;

    - recruit more qualified staff members in inspection institutions;

    - avoid government-affiliated inspection institutions;

    - standardize the approval procedures for inspection institution candidates;

    - set up an online monitoring system of inspection institutions;

    - clarify the legal responsibilities of inspection institutions;

    - regulate the vehicle inspection procedures;

    - follow the vehicle inspection standards;

    - build more standardized inspection institutions;

    - further expand the inspection-free policy to all of the new cars;

    - start the trial of inspection-free policy for new non-profit-making sedans in their first six years;

    - carry out the policy of cross-province inspection;

    - implement the inspection reservation service;

    - simplify the inspection procedure;

    - create new convenience measures serving vehicle owners;

    - strictly punish illegal inspection;

    - complete the online institution monitoring system;

    - build up a jointed monitoring and inspection mechanism.

    The MPS said on its website that these new measures will help build a better vehicle inspection environment in the country.
