    Opening up with its own approach to outsourcing

    Maanshan will get another feather in its cap, boosting its reputation as an up-and-coming business center, when it hosts the fourth Global Outsourcing Summit (GOS), May 21 to 23.

    Outsourcing, which only emerged at the end of the 20th century, generally refers to the use of external resources to make better use of a company's internal resources to cut costs and increase efficiency.

    The Harvard Business Review has long referred to outsourcing as "one of the most important management concepts and practices of the past 75 years".

    The GOS is a milestone on the road to developing global outsourcing, and an important event hosted by the Asia-Pacific CEO Association (APCEO) and the International Outsourcing Center (IOC).

    Tianjin, Zhengzhou, and Nanjing hosted the last three GOS sessions in China.

    The theme of this year's summit will be "International outsourcing - a new engine of world economic development and new force for Chinese city transformation".

    About 450 people are expected to take part, including political figures worldwide, outsourcing project managers from Fortune 500 companies, Forbes Global 2000 companies, global outsourcing experts, and delegates from municipalities in Anhui.

    Mission

    Maanshan is in a good position, geographically speaking, to develop the outsourcing industry. Its environment is pleasant both for daily life and for doing business, city officials have said.

    Maanshan also has a long history of opening up, of all of Anhui's cities along the Yangtze River, and will have its own approach to the outsourcing industry.

    The city plans to concentrate on three categories: information technology (ITO), business procedures (BPO), and knowledge procedures (KPO). More specifically, it will develop the e-business, animation and on-line games research and development, and engineering design.

    It will also look at other areas related to outsourcing, such as manufacturing, automobile manufacturing, equipment manufacturing, and steel making.

    Maanshan has assigned different aspects of its outsourcing business to three zones in the Huashan, Yushan and Jinjiazhuang districts.

    Animated game outsourcing is in the Yushan economic development zone. The first phase covers a nearly 27,000-square-meter area, and the second phase, about 173,333 sq m. About 30 enterprises have moved to the first phase area.

    Work on the second phase has begun. It will have an animation and comics center and a public service center.

    Maanshan Software Park, planned at 4 sq km, is in the Huashan pilot zone, which has 234,000 people on a 119-sq-km area. The Huashan district is Maanshan's central area and a center for emerging industries.
