    Top legislature examines proposals

    A number of important bills are being reviewed by the Standing Committee of the National People's Congress, China's top legislature, during its bi-monthly session from Monday to Sunday. Here is a glance at the key points of the drafts.

    The draft amendment of Administrative Procedure Law

    Government leaders should be present at the court trial when government departments are sued by individuals or social organizations. If the leaders cannot be present at the trial, they should authorize other government workers to attend.

    The draft amendment of Legislation Law

    The National People's Congress should enhance organization and coordination toward legislative works. Such works should be arranged in line with the annual legislation plan and the five-year legislation plan of the NPC's plenary term.

    City government can make regulations regarding issues that include city construction and environmental protection.

    The draft amendment of Advertisement Law

    It is forbidden for tobacco products to be advertised in outdoor places.

    Those who violate the law by sending advertisement to private e-mail boxes, cellphones, houses or vehicles will be punished in line with the law.

    The draft amendment of Insurance Law

    Insurance companies should employ professional workers to establish an actuarial report system. The professional workers will not have to be recognized by the financial supervision and regulation department of the State Council, China's cabinet.

    Setting up national Memorial Day for martyrs

    A bill recommends setting Sep 30 as Martyrs' Day to commemorate those who lost their lives fighting for national independence and prosperity.

    National commemoration activities will be held on that date, according to the draft bill.

    Setting up special tribunals on intellectual property rights in Beijing, Shanghai and Guangzhou

    Lawmakers will decide whether to set up special tribunals on intellectual property rights in Beijing, Shanghai and Guangzhou.

    The tribunals on intellectual property would be administrated by the local provincial or municipal high people's court. The second trial would also be handled by the local high court.
