    Commenting on the relationship between reform and legislation, Fu Ying, spokeswoman for the National People's Congress, said legislation provides legislative authority for the reforms. To avoid instability when launching major reforms, Fu said, the NPC usually conducted some experimental reforms in certain areas first before making it nationwide law.
