    Proposals focus on economy, reform

    China's top political advisers finished their annual gathering in Beijing on Friday and submitted over 5,857 proposals to the central government to improve economic development, governance and people's livelihood.

    A total of 1,948 members of the National Committee of the Chinese People's Political Consultative Conference submitted proposals, which accounted for 87.5 percent of the total number.

    The proposals have focused on themes including deepening reform and ruling the nation by law, as well as protecting and improving people's interests and livelihood, a report issued by the proposal committee under the CPPCC National Committee said on Friday, as the 12th National Committee of the CPPCC closed its third plenary session.

    "The CPPCC National Committee members thoroughly discussed and actively made suggestions to address the big issues cared about by our people, centered on reform, development and stabilization," said Yu Zhengsheng, chairman of the CPPCC National Committee.

    Economic development attracted the most attention this year. The political advisers have made proposals including actively adapting to and guiding the "new normal" economic development, combining reform and stabilization, encouraging entrepreneurship and innovation, expanding the service industry, making national strategy for developing big data, and encouraging information consumption.

    As for reform in the economic system, the political advisers have urged pushing ahead reform in State-owned enterprises by controlling capital rather than by administration; improving the entry approval system for private companies; accelerating reform in the railway sector regarding financing and investment; and easing administrative approval for offshore investment.

    The CPPCC National Committee members also made suggestions for promoting strategic economic zones including One Belt, One Road, Jing-Jin-Ji (Beijing-Tianjin-Hebei), as well as the Yangtze River Economic Belt.

    Proposals regarding politics were another highlight. The political advisers have urged the central government to continue efforts to streamline administrative power, to reform the nation's legal and discipline inspection system, and to strengthen the anti-corruption fight.
