    China imposes chemical anti-dumping taxes

    China will Friday impose five-year anti-dumping taxes on imports of caprolactam from Japan, Belgium, Germany, the Netherlands and Russia.

    The taxes range from 5 per cent to 28 per cent, said a notice issued Thursday by the Ministry of Commerce.

    The case was started on December 7, 2001, by the ministry's predecessor, the Ministry of Foreign Trade and Economic Co-operation (MOFTEC).

    The anti-dumping measure will be effective for five years starting from Friday, said the ministry.

    China has started 22 anti-dumping cases and one safeguarding measure in 1997-2002, official data showed.

    These involve mainly the iron and steel, chemical and light industries and have saved these sectors losses of about 20 billion yuan (US$2.42 billion), according to official statistics.

    China enhanced its protection of fair trade environment for domestic and overseas firms after its entry into the World Trade Organization (WTO).

    The Fair Trade Bureau for Import and Export under the former MOFTEC was set up to take charge of responding to overseas anti-dumping and anti-subsidy charges and safeguarding measures, investigating foreign countries' trade barriers and reviewing and accepting domestic petitions for anti-dumping, anti-subsidy and safeguarding measures.

    In last year alone, China started 10 cases involving total yearly sales of 59.2 billion yuan (US$7.15 billion), investigated 16 cases, made primary judgement in favour of domestic firms in 10 cases and one final judgement with anti-dumping tariffs and ended one case by announcing no substantial harm of imports to domestic industries.

    But China is firmly against the abuse of anti-dumping and other trade compensatory measures because it is the world's largest victim of such measures.

    Latest WTO statistics show the country had 27 investigations started into its exports in the latter half of last year, the largest number among all members.
