Jiang's theory pivotal to Army's talents building

Today the PLA Daily carried an commentary entitled Unifying thinking and fully understanding the strategic significance of military personnel training strategy. The commentary said that the PLA military personnel training strategy is a project, which the People's Liberation Army (PLA) has enforced, to carry out new military changes and bring about leapfrog development of the military. So long as the army implement Chairman Jiang Zemin's thought on the PLA personnel training strategy and keep pace with the times, dynamic situation in which large numbers of talented people can be brought forth can be created. 

The commentary noted that talents constitute the foundation needed to rule a country and run an army. Throughout the history of our army, cultivation of high-caliber personnel has always been a key part of the military building. Mao Zedong set up military colleges and trained a generation of outstanding talents; Deng Xiaoping stressed the respect for knowledge and talents, which laid a solid foundation for the strategic change of the guiding thinking on army building in the new period; while Jiang Zemin, on the basis of his deep insight of the trend of new global military changes and with a view to enabling our army to win battles and never degenerate, has made a series of important instructions and strategic decisions, and formulated a scientific system on personnel training strategy , which will surely play a tremendous role in the development of human resources of the PLA.

The article continued to point out that Jiang's strategic thinking on talents cultivation is rich in content, which includes: High-caliber personnel are pivotal to meet the challenges of new global military changes, and training large numbers of high-quality military personnel is a fundamental measure for modernization drive and a leapfrog development of the armed forces; cultivation of high-caliber personnel should start off before the others, we would rather have high-caliber personnel wait for armaments, instead of the other way round; cultivation of high-quality military personnel should meet the requirements of future war; selection and employment of personnel should stick to the criteria of both ability and political integrity with first consideration to political integrity; military colleges are pivotal to cultivating human resources, therefore strategic importance should be attached to the development of colleges education; to combine training of high-caliber personnel by military colleges with the training through non-military institutes of higher learning; learning should be greatly encouraged among officers and men so as to boost their scientific knowledge and enhance their political quality; practice is the best classroom for learning knowledge, therefore posts should be taken as the basic platform for improving the qualities of the servicemen; importance should be attached to the readjustment and reform of the existing policies and systems to gradually establish and perfect the working mechanism in favor of growth of talents, etc.

In conclusion the commentary said that the Party committees and cadres at all levels should fully understand the significance of military personnel training strategy, and its relation with pushing forward the military changes with Chinese characteristics and the realization of leapfrog development of the military, emancipate their minds and discard various outdated ideas and prejudice, so as to create a favorable conditions for the cultivation of high-caliber personnel.
