    Court urges swift, tough justice

    The Supreme People's Court Friday urged courts at all levels across the country to handle cases concerning major public security accidents swiftly and in strict accordance with the law.

    Criminals involved in activities that impair public interests should be severely punished to effectively curb similar events and victims should receive redress in a timely and effective way, according to a notice issued by the court.

    The court defines major public security incidents as those that cause huge personal and property losses to people including fires, leaks of dangerous chemicals, explosions, road traffic accidents and cases involving counterfeit products.

    The court urged all judges to make proper preparations to ensure legal procedures are followed and fair judgments are rendered.

    The notice came out against the backdrop of a series of accidents that have caused huge casualties.

    Nine people were killed on April 16 by blasts from a chlorine gas leak at Tianyuan Chemical Industry Plant in the Jiangbei District of Southwest China's Chongqing Municipality.

    The court demanded the judges pay more attention to cases involving accidents occurring in schools, subways, department stores, industrial and mining plants, construction sites, dangerous chemical storehouses,gasoline stations, food and beverage and entertainment sites, and other venues where large numbers of people are gathered.

    The judges should also focus on cases that involve the production and sale of counterfeit products that endanger health.

    The fake milk powder sold in Fuyang of East China's Anhui Province reportedly caused the death of 13 infants in April.

    The civil servants who neglected their duties in such cases should receive punishments according to the law,the notice said.

    The court also required judges to help sum up the causes for such incidents and accidents to quell such trouble and raise judicial suggestions so that administrators can curb loopholes to prevent accidents from happening again.
