China makes public 'blacklist' of bribers

Chinese procuratorial organs has put online a list of convicted bribers, making such information available for public inquiry, the Beijing News reported on Monday.

Listed are individuals or organizations that have been convicted of bribery or bribery-related crimes since 1997 in the five sectors of construction, finance, education, health and government procurement, the paper quoted the Supreme People's Procuratorate as saying.

Individuals or organizations that can legitimately identify themselves are allowed to search for information of the list via an online retrieval system after making written application to the procuratorial organs, the paper said.

The information about the bribers can't be removed from the system once it is put in.

Chen Zexian, a research fellow with the Law Institute of the Chinese Academy of Social Sciences, hailed the service as "necessary" and said the privacy of the bribers listed should be protected.

He suggested the procuratorial organs list bribers in all industries in the future.

All the information put into the retrieval system must be correct, otherwise those involved should take due civil liability, Chen added.
