第一，破除束縛創(chuàng)新的壁壘。我們正在致力于建設(shè) “創(chuàng)新型政府”，首要的事情就是簡(jiǎn)政放權(quán)，這實(shí)際上是給市場(chǎng)讓出空間，降低市場(chǎng)準(zhǔn)入門檻。一年多來(lái)，中央政府各部門取消和下放了600多項(xiàng)行政審批事項(xiàng)。今年3月工商登記制度改革后，新設(shè)立企業(yè)“井噴式”增長(zhǎng)。我們強(qiáng)力推進(jìn)改革，就是要減少對(duì)創(chuàng)新活動(dòng)的干預(yù)，讓想創(chuàng)業(yè)、能創(chuàng)新的人都有機(jī)會(huì)、可作為，形成“大眾創(chuàng)業(yè)、萬(wàn)眾創(chuàng)新”的局面。這樣可以把人口紅利轉(zhuǎn)化為人才紅利，讓改革成為富民的改革，讓創(chuàng)新成為惠民的創(chuàng)新，實(shí)現(xiàn)人的全面發(fā)展、社會(huì)公平發(fā)展、經(jīng)濟(jì)可持續(xù)發(fā)展。

First, remove the barriers that constrain innovation. We are committed to building a pro-innovation government, and the top priority is to streamline administration and delegate government powers. This, in fact, has given more room to the market and lowered the threshold of market access. For the past year and more, central government departments have removed or delegated to lower levels administrative approval on over 600 items. The business registration reform introduced last March triggered a massive surge in the number of newly established businesses. Through vigorous reform, we hope to reduce intervention in innovation, so that everyone with the willingness and ability to create and innovate will have the chance to succeed, leading to a situation of entrepreneurship and innovation by all. This way, we can turn China’s demographic dividend into talent dividend, and ensure that reform and innovation are pursued to enrich and benefit the people. This, in turn, will enable us to deliver all-round development for the people, and promote the development of an equitable society and a sustainable economy.

第二，構(gòu)建激勵(lì)創(chuàng)新的機(jī)制。我們將加快科技體制改革，完善科技成果處置和收益分配機(jī)制，實(shí)施股權(quán)期權(quán)等激勵(lì)政策，給創(chuàng)新者更大自主支配權(quán)，讓創(chuàng)造發(fā)明者獲得應(yīng)有回報(bào)。需要說(shuō)明的是，在中國(guó)境內(nèi)依法經(jīng)營(yíng)的企業(yè)都享有國(guó)民待遇，外資企業(yè)開(kāi)展研發(fā)享受同等的優(yōu)惠政策，創(chuàng)新的產(chǎn)品同樣是中國(guó)創(chuàng)造，其品牌也是中國(guó)的品牌。我們還將建立全覆蓋的社會(huì)保障和救助制度，這樣創(chuàng)業(yè)創(chuàng)新者即使失敗，也有一張“安全網(wǎng)”能夠兜住底，使創(chuàng)新失敗者反思后能夠進(jìn)行新的創(chuàng)業(yè)。

Second, put in place mechanisms that encourage innovation. We will accelerate the reform of the science and technology system, improve the mechanism of R&D outcome utilization and proceeds distribution, and apply incentive policies such as equity and options so that innovators will have more autonomy in their research and inventors will get their fair share of reward. It should be underscored that all law-abiding businesses operating in China will receive national treatment. Foreign businesses enjoy the same preferential polices in their R&D activities. Their innovations are equally deemed “Created in China” products and their brands Chinese brands. We will also put in place social security and assistance systems covering the entire population so that all entrepreneurs and innovators will have a “safety net” to fall back on if and when they fail, and those who fail in innovation may reflect on themselves and start new entrepreneurial endeavors.

第三，營(yíng)造保護(hù)創(chuàng)新的環(huán)境。中國(guó)致力于建設(shè)對(duì)創(chuàng)業(yè)創(chuàng)新者最具吸引力的國(guó)度，吸引力不僅來(lái)自巨大的市場(chǎng)需求，更來(lái)自完善的法制、規(guī)范的市場(chǎng)環(huán)境、包容的文化氛圍。中國(guó)政府不斷加大知識(shí)產(chǎn)權(quán)保護(hù)力度，堅(jiān)決打擊侵權(quán)假冒等行為。保護(hù)知識(shí)產(chǎn)權(quán)就是保護(hù)創(chuàng)新的火種，保護(hù)公平競(jìng)爭(zhēng)的市場(chǎng)秩序。從根本上講，公平競(jìng)爭(zhēng)、誠(chéng)信經(jīng)營(yíng)有利于中外企業(yè)持續(xù)健康發(fā)展。

Third, create an environment that protects innovation. China is committed to turning itself into the most attractive country for innovation and entrepreneurship, a country that offers a huge market demand, and more importantly, a sound legal system, a well-regulated market and an inclusive culture. The Chinese government has made continuous efforts to strengthen IPR protection and combat IPR infringements, fake and counterfeit products and other illegal acts. Protecting intellectual property is protecting the seedling of innovation and the market order of fair competition. Ultimately, fair competition and honest business operation can help both Chinese and foreign companies achieve sustained and sound development.

第四，打造創(chuàng)新驅(qū)動(dòng)型經(jīng)濟(jì)。中國(guó)人常說(shuō)：不破不立。在中國(guó)，傳統(tǒng)的粗放型增長(zhǎng)方式行不通了，實(shí)現(xiàn)經(jīng)濟(jì)高質(zhì)量、高效益、節(jié)能環(huán)保的增長(zhǎng)，必須轉(zhuǎn)到創(chuàng)新驅(qū)動(dòng)的軌道上來(lái)。我們支持企業(yè)創(chuàng)新技術(shù)、創(chuàng)新管理、創(chuàng)新業(yè)態(tài)，加快創(chuàng)新成果轉(zhuǎn)化為現(xiàn)實(shí)生產(chǎn)力，用創(chuàng)新的辦法挖掘巨大的內(nèi)需潛力，突破能源資源和環(huán)境瓶頸制約，促進(jìn)服務(wù)業(yè)、高技術(shù)產(chǎn)業(yè)和新興產(chǎn)業(yè)發(fā)展，推進(jìn)結(jié)構(gòu)優(yōu)化升級(jí)，實(shí)現(xiàn)經(jīng)濟(jì)“化繭成蝶”。

Fourth, cultivate an innovation-driven economy. As we Chinese often say, there is no making without breaking. The traditional way of extensive growth is no longer viable for China. To realize quality, efficient, energy-saving and environment-friendly growth of the Chinese economy, it is imperative to pursue growth driven by innovation. We support companies in making innovation in technologies, management and forms of business, and translating innovation outcomes into actual productivity at a faster pace. We will unlock the huge potential of domestic demand through innovation, remove the bottleneck of energy, resource and environment constraints, promote development of the service, high-tech and emerging sectors, and optimize and upgrade the economic structure, in order to achieve leapfrog development of the Chinese economy.

中國(guó)的創(chuàng)新是開(kāi)放的創(chuàng)新。我們不可能關(guān)起門來(lái)搞創(chuàng)新，愿意同一切有真誠(chéng)意愿的政府、機(jī)構(gòu)和企業(yè)開(kāi)展互利共贏的創(chuàng)新合作。中國(guó)無(wú)論發(fā)展到什么階段，都需要與各國(guó)取長(zhǎng)補(bǔ)短、互學(xué)互鑒，引進(jìn)先進(jìn)技術(shù)、管理經(jīng)驗(yàn)和人才，永遠(yuǎn)做開(kāi)放的大國(guó)、學(xué)習(xí)的大國(guó)、創(chuàng)新的大國(guó)。

The innovation that China seeks is open innovation. We cannot possibly pursue innovation behind closed doors, and we stand ready to engage with all governments, institutions and businesses with a genuine interest in win-win cooperation. No matter how developed it becomes, China will always need to draw upon the strengths of other countries and keep introducing advanced technologies, managerial expertise and talents from others. And China will always be a major country committed to learning, to opening up and to encouraging innovation.
