中國倡導推動“藍色經濟”

本周在紐約聯合國總部舉行的首屆聯合國海洋大會聚焦海洋可持續發展。在此間參會的中國國家海洋局相關負責人表示，中國將積極推動藍色經濟發展，為海洋的全球治理作出貢獻。

China calls for the development of a "blue economy" to optimize the traditional marine sector and speed up the development of emerging marine industries while promoting sustainability, a Chinese official said.
中國官員表示，中國倡導“藍色經濟”發展，在推動可持續發展的同時，優化傳統海洋產業，壯大新興海洋產業。

Lin Shanqing, deputy administrator of China's State Oceanic Administration (SOA), said at United Nations headquarters that the global community at the international, regional and national levels should take advantage of each other's experiences in marine economic development to establish environmentally friendly marine industries.
中國國家海洋局副局長林山青在聯合國總部表示，國際社會應在國際、區域和國家層面實現海洋經濟發展優勢互補，形成發展環境友好型的產業業態。

所謂發展藍色經濟（blue economy），是指發展依賴于海洋或與海洋相關的環境友好型產業和經濟（ocean-based or ocean-relevant environmentally friendly marine industries and economy）。

藍色經濟對中國這樣的海洋大國至關重要。今后藍色經濟在國民經濟中所占比重會越來越高，尤其升級傳統海洋產業、壯大新興海洋產業（optimize the traditional marine sector and speed up the development of emerging marine industries）將是今后發展的一個方向。

此次聯合國海洋大會旨在確保2030年可持續發展議程中第14個目標（the Sustainable Development Goal 14 of the 2030 SDG agenda）——養護和可持續利用海洋和海洋資源以促進可持續發展能夠得以落實（conserve and sustainably use the oceans, seas and marine resources for sustainable development）。大會討論了海洋污染（marine pollution）、海洋生態保護（marine environmental protection）、海水酸化（ocean acidification）、可持續漁業（sustainable fishery）、海洋科研能力（marine scientific research capacity）等議題，呼吁社會各界采取措施，減少人類活動對海洋和海洋資源的威脅。

中國向大會提交了5份自愿承諾（voluntary commitments），在加強海洋生態的管理和保護（strengthen the protection of the marine ecological environment）、提高防災減災能力（ improve the disaster prevention and mitigation capacities）、加強海洋科技創新（strengthen scientific and technical innovation）、發展可持續的海洋經濟（develop a sustainable ocean economy）以及推動亞太區域海洋國際合作（enhance the international marine cooperation in Asia Pacific region）5個方面提出了發展目標。
