人大預算審查監督重點向支出預算和政策拓展

近日，中共中央辦公廳印發了《關于人大預算審查監督重點向支出預算和政策拓展的指導意見》，并發出通知，要求各地區各部門結合實際認真貫徹落實。

A guideline issued by the General Office of the Communist Party of China (CPC) Central Committee has outlined how Chinese legislatures' review and supervision concerning expenditure budget and relevant policies will be enhanced.
中共中央辦公廳印發了有關人大預算審查監督向支出預算和政策拓展的指導意見。

《意見》指出，實施人大預算審查監督重點向支出預算和政策拓展（strengthening the people's congresses' review and supervision over expenditure budget and policies），是依法加強和改進人大預算審查監督工作（review and supervision on budget）的內在要求，是建立和完善中國特色社會主義預算審查監督制度的重要舉措（an important measure to establish and perfect the budget review and supervision system with Chinese characteristics）。

《意見》提出，按照黨中央改革部署要求和預算法、監督法規定，人大對支出預算和政策開展全口徑審查和全過程監管，主要內容包括：支出預算的總量與結構（the total amount and structure of expenditure budget）、重點支出與重大投資項目（key expenditures and major investment projects）、部門預算（budgets of various Party and governmental departments）、財政轉移支付（the implementation of transfer payment budgets）、政府債務（government debts）。
