The 2nd round of the China-US high-level dialogue on fighting cyber-crime took place in Beijing, on June 14, with the purpose of continuing the consensus reached by China’s president, Xi Jinping, and the US president, Barack Obama, during Xi’s September 2015 visit to the United States and cooperating in fighting cyber-crime and protecting networks.

Chairing the meeting were Guo Shengkun, China’s public security minister, and representatives of US Justice and Homeland Security dep’ts, with the two parties following up on the previous session and reaching agreements on war-game maneuvers, hotlines, network protection, information and resource sharing, and dealing with criminal cases and pointed out the successes as follows:

First, they said they approve of the war-game maneuvers on cyber security of April 2016, see them as fruitful and informative, and agreed to hold another war-games maneuver on cyber crime and network protection before the next large dialogue.

Second, they agreed on the range, objectives, and process of the hotlines, and their agenda for China-US cyber crime, and on testing it before September 2016.

Third, they have decided to increase cooperation in network protection and hold a seminar in August 2016, after which, experts will hold regular meetings and report to the ministers at future dialogues.

Fourth, they have decided to reinforce investigations of cyber crime and network attacks and increase exchanges of information upon request, while giving priority to intellectual property information theft online for personal aggrandizement. Other areas of cooperation included fighting the spread of child pornography, terrorist attacks, internet fraud via phishing websites and e-mail and gun sales via the internet.

And last, the two agreed to hold other dialogues and seminars, including a seminar on assisting terrorist attacks via illegal technology and communications, a seminar on international regulations for cyber space, and another dialogue session on fighting cyber crime.
