    In 2012, Chengdu will seize opportunities to implement a new round of West China Development, establishing the pilot site of comprehensive reform to the urban and rural development and constructing a Chengdu-Chongqing Economic Zone and Tianfu New Zone. It hopes to make a good start for developing itself into a core growth pole for west China economy.

    Chengdu will fulfill the following targets in economic and social development in 2012: regional GDP up by 12 percent; fixed assets investment up by 11.5 percent; local public financial revenue up by 15 percent; urban resident per capita disposable income up by 13 percent; rural resident per capita net income up by 13.5 percent; urban registered unemployment maintains within four percent; energy consumption for every 10,000 yuan’s regional GDP decreases, and main pollutant discharge reduces. The city will give priority to the following nine aspects to achieve these objectives:

    I. Promote steady and fast growth of the economy

    Chengdu will earnestly implement national macroeconomic policies and keep expanding domestic demands as its main driving force for economic development. It will concentrate on social investment, consumption demands and city-wide opening to realize steady and fast development.

    The city has to first expand social investment. As many as 650 key projects with a planned investment of 180 billion yuan will be carried out in 2012. Second, it will boost consumption demands. The total volume of retail sales of social consumption goods is planned to grow by 16 percent. Third, efforts are made to open up to the outside world. The total import and export volume will strive to exceed $50 billion.

    II. Accelerate industrial leaps forward

    The city will exert all efforts to develop high-end industries and the high ends of industries. It will speed up fostering three industrial sectors, consolidating real economy as pillars and the industrial foundations of the core growth pole of western region economy.

    First, the city will accelerate its industrial development. The industrial added value of scaled industries is planed to grow 19 percent. Second, it will upgrade its service industry and will have a 12.5 percent growth in added value. Third, it will boost its agriculture development with a planned three percent growth in agricultural added value.

    III. Quicken transforming economic growth patterns

    The city will push forward in its interactive development of the new industrialization and urbanization and pay greater attention to its independent innovation capacity. It will pick up the speed on schemes for resource conservation and building an environmental friendly society. It will accelerate the coordinated and sustainable development of the economy and society.

    The city has to highlight the interaction of industrialization and urbanization, establish a resource conservation and environmentally friendly society, and improve the construction of a city with innovation capacity.

    IV. Accelerate constructing the Tianfu New Zone

    The city will initiate the construction of the Tianfu New Zone following the requirements of fostering an international modern new zone that is ideal for business operation, trading and residence. It will speed up major infrastructures and industrialization projects to facilitate coordinated development of modern industries, living environments and urban surroundings in the zone.

    The city has to quickly improve the planning of the new zone and infrastructure to construct Chengdu a new industrial center.

    V. Improve urban modernization management

    The city will improve urban and rural infrastructures that give priority to transportation facilities and improve urban comprehensive services in accordance with the requirements of an all-round modernization and internationalization.

    The city has to first intensify its construction of transportation and communication hubs. Second, it will accelerate reconstruction of the downtown areas with focus on the northern parts. Third, it will strengthen comprehensive improvement of the urban and rural environments. Fourth, it will deepen efforts to keep Chengdu a safe place for residents.

    VI. Enhance social construction focusing on people’s livelihood

    The city will give priority to the interests of people and do substantive work to solve real and practical issues concerning locals.

    The city has to first earnestly strengthen employment, social security and housing guarantees. Efforts will then be put into improving education and health services.

    VII. Beef up reform in key areas and crucial links

    The city will continue to do experiments and push forward reforms on crucial areas and links, abiding by the overall program of a comprehensive reform on urban and rural development approved by the State Council. It will improve mechanisms for scientific development and reinforce vitality for urban and rural economic and social progress.

    The city has to deepen its rural property system reform and government investment and financing management system, as well as create social management innovations.

    VIII. Promote cultural progress and prosperity

    The city will maintain a national civilized city, improve the urban and rural public cultural service system, vigorously implement cultural progress projects, and construct itself into the most influential city with culture in west China and even in the world.

    The city has to innovate its culture system, accelerate the development of cultural undertakings and boost the cultural industry.

    IX. Intensify government self-improvement

    The city will profoundly accelerate the transformation of government functions, innovate with administrative services, improve administrative service efficiency, and facilitate the construction of a transparent, efficient and honest government.

    The city has to start work based on law, improve administration efficiency and strengthen clean-government developments.
