Guided by the principle of "prioritizing livelihood before enhancement", Siming district authorities have implemented a scientific and systematic management system that integrates planning, design, construction, and resident involvement. This approach modernizes urban governance and revitalizes residential communities, enabling residents to experience the tangible benefits of an improved living environment.
A dedicated task force, led by leading district government officials, ensures efficient coordination among departments. The established institutional mechanism streamlines processes from policy formulation to resource mobilization and construction oversight. This closed-loop management system, rooted in law-based governance, ensures transparency and resident involvement at every stage of renovation projects.
The district's multi-tiered collaboration — spanning district, sub-district, community, and neighborhood levels boosts project efficiency. Infrastructure upgrades, with a total capital investment of 2.3 billion yuan ($323 million), enhance utilities and safety systems across 379 residential communities. Resident committees and supervision teams play a vital role in maintaining transparency and accountability throughout the process.
