Section 1 General layout

Combined with the overall urban planning and land utilization, it is planned to establish the overall layout for Blue Economic Zone with "one drive, five districts and several supports" according to the bearing capacity of resources and environment, existing foundations and potentials.

The "one drive" is to actively develop the layout of the Jiaozhou Bay and its surrounding areas, thus to establish the zone supported by the logistics, modern fishery, costal industry, tourism, ocean creatures and utilization of ocean.

The "five districts" is to focus on promoting the establishment of Dongjiakou Port and the port industrial Zone, New Economic Zone at West Sea Costal, Jiaozhou Bay North Zone , modern service zone at east coast of Jiaozhou Bay, technique innovation and product demonstration zone at Aoshan Mountain.

"several supports" means establishing a batch of modern fishery, business travel & vacation in Binhai, port logistics, production of modern equipment, protection of ocean island and sustainable utilization, comprehensive utilization of ocean resources and energy and public education, with unique characteristics according to local conditions and bringing the strength into full play. Also, it means promoting the industrial gathering layout, intensive development and forming the establishment and development of several supports for the zone.

Section 2 Develop five function-driven zones

1. Dongjiakou Port and Port Industrial Zone

Located at the Boli town, between Jiaonan city and Langya town, it is an important hub port, national storage and transportation center for energy and distributing materials, trade and pricing center for raw materials, gathering zone for ocean industry and new port city integrating "port zone, industrial zone of Lingang, city ,district and ecological zone" in the future.

The key is to strength the establishment of the port and achieve the throughput capacity of 310 million tons by 2020, as well as refine the foundation facilities and improve comprehensive social and service functions regarding commerce and trade, information, education and medicine.

It strives to redouble exertions to acquire supporting policies from the government, adjust the division of ocean functions in the port, list the port into the national I-level open port, provide supporting channels for the port establishment and ocean and landing at Port Industrial Zone and review and approve relevant documents. In addition, it also strives to establish the port area as the distribution center for national bulk materials and make a bulk material index in China-index of Dongjiakou and establish a bonded logistics park.

2. Qingdao Western Coast New Economic Zone

It is located in the west of Jiaozhou Bay and plays functions as an international container distribution center in Northeast Asia, an international trade center for futures, international logistics center, a free trade port zone, a base of high-end manufacturing and research & development at Shandong Peninsula and a resort at Binhai district.

The key is to speed up the transformation of the bonded port zone to a free trade zone, develop the port logistics, port and aviation service and modern service sectors such as cross-countries purchase, creative research, tourism in Binhai, service outsourcing, information agency, and vigorously to develop the ship repair and ocean engineering, automobile and petrochemical. Accelerate the construction of the second stage of oil refining, helicopter manufacturing, international yacht club at Tangdao Bay and marine carnival, to further refine basic facilities and to improve the city functions.

3. Jiaozhou Bay North Park in High-tech Zone

It is located at the north of Jiaozhou Bay and functions as a pioneer zone of system and mechanism innovation in the city, gathering zone of high-tech industries, demonstration zone of ecological civilization, bringing the surrounding development including Hong Island, Shangma, Jihong Beach and Hetao and make the third-generation ecological city.

It aims at the development of scientific zone home and abroad and focuses on developing high-tech and new strategic industries regarding electronic information, biotech pharmaceuticals, manufacturing top devices, energy saving and environment protection and ocean technology, developing the technological and information service sector, finance and economy for the headquarters and serving the growth of zone; put the environment protection as the priority, establish a circular economic system, establish a principle of zero-emission by industry developing, take strict measures to check the environment protection indicators of the projects and promote the establishment of ecological scientific zone; discover an innovational development mode, establish an technological innovation system full of vigor, implement the projects with integrated knowledge and resources and vigorously promote the establishment of national innovational scientific zone; establish the roads, underground pipes, water landscapes in the zone with high standards, implement the construction of digital zone, construct an ecological and intelligent city; accelerate the development of Hong Island, Shangma, Jihong Beach and Hetao, establish the creative l animation base, develop tourism service sector, commerce and trade, living, medicine, education and culture, and provide services and guarantee for the development of North Park of Jiaozhou Bay in the High-tech area.

4. Jiaozhou Bay. East Coast Service Zone

It mainly covers the four districts in Qingdao and the south of Baisha River. It functions as a economic, living and entertainment center.

It focuses on the modification of companies in old districts and taking 5 years to complete relocation.

The west districts of Shinan and Shibei combine the upgrading in the port area, develop the tourism and promote the establishment of South, Middle and North Islands and Small Bay District, making it a beautiful bay.

It also upgrades and reorganizes the industry in old industry zones, upgrades the urban industries and establishes the happy city of Binhai and modern service area in Liuting.

5. Ocean Technical Innovation and Industry Demonstration Zone in Aoshan

It covers the Aoshanwei town, Wenquan town and Wanggezhuang street in Laoshan district. It functions as a main technical resource sharing platform in the ocean sector, national ocean and technique innovation base; summit center of Shandong Peninsula, business exhibition center, tourist and vacation center in Binhai; East Wing Bay New District in Qingdao city.

Relying on National Laboratory for Marine Science and Technology，Qingdao and National Deep-ocean base, it introduces the scientific research agents in the sector of ocean home and abroad; relying on the bay tourism projects, hot spring tourism zone, international hot spring exhibition center, International (Qingdao) Service Outsourcing Industrial Park, Yangkou International Tourist and Resort Zone, it develops the tourist, hot spring, recuperation and business exhibition in Binhai; it plans the street of Aoshanwei Town, Weiquan Town and Wanggezhuang Street in Laoshan District, construct the foundation facilities, accelerate the development of commerce, trade, distribution, information, living and education, medicine, and provide service and guarantees for the development for surrounding industries and construction of projects.

Section 3 Establish with the industry cluster area with several supports

1. Modern Fishery Cluster Area

It focuses on establishing Aoshanwan Pond, promoting net cage and algae culture in east of Shandong Peninsula, south of Tianheng Island, Xiujia Island, south of Laoshan Bay and north of Zhe Island.

2. Coastal Business and Tourism Resort Zone

It focuses on establishing a comprehensive service sector along Hong Kong Street, CBD in the north of Qingdao, new city center, comprehensive service sector in Laoshan, economic service center in Chengyang, comprehensive service area in Hong Island, business and trade center along Liaoning Dong Street, tourist and business area in Shaohai, Haibing and water view area in Zhucheng District of Qingdao City, scenic area in Laoshan, tourist exhibition zone in Baiguo Mountain, resort from Shilaoren to Mai Island, in Phoenix Island, Langyatai, Yangkou, Lingshan Bay, Dingzi Bay and Daze Mountain in Pingdu.

3. Logistics area in the port

It focuses on establishing an international logistics park in the bonded port, international logistics park in Qianwan, Jiaozhou Bay, Yangcheng, Chengyang, Jiaonan, Lingang Economic Development Zone, Loushan Community of Licang District, Tianheng, salt distribution center in Laixi and logistics park in Shandong Peninsula.

4．Modern Equipment Manufacturing Center

It focuses on establishing an industrial park for high-speed train in north of Jiaozhou Bay, production base for automobile and spare parts in Huangdao, production base for automobile and spare parts in Jimo, industrial park for ship and ocean engineering in Haixi Bay, industrial park for ship and ocean engineering in Jimo, manufacturing base for equipment in Dongjiakou, manufacturing base for modern equipment in north of Huangdao, economic development zone in Lingang, new industrial zone in Jiaozhou, industrial base for special automobiles and spare parts in Chengyang, manufacturing base for automobile spare parts in Laixi and scientific and technological park for overseas Chinese in Qingdao.

5. Modern Chemical Industrial Cluster Area

It focuses on establishing the national petrochemical base in Huang Island, heavy chemical industry base in Dongjiakou, scientific industrial base for ecological chemical industry in Xinhe of Qingdao City.

6. Island Protection and Sustainable Utilization Demonstration Area

It focuses on establishing a tourist zone of Tianheng Islands, tourist zone of the big and small Guan Island, island tourist area in Zhucha Island, tourist area in Lingshan Island and in Zhaitang Island.

7. Cluster Area for Comprehensive Utilization of Ocean Resources and Energy

Development It focuses on establishing an ecological industrial park in Laoshan, ecological industrial base in north of Jiaozhou Bay, new material base in north of Jiaozhou Bay and demonstration area of ocean energy utilization.

8. Service Area of Ocean Education

It focuses on establishing an education area in Laoshan and Qianhai, scientific and research area in Aoshan Island, Huang Island, service port of scientific investigation of Dayang and scientific education area in Jiaonan.
