The planned area of the new economic zone in West Coast is 2,096 square kilometers, which includes around 596 square kilometers for current residents, 400 square kilometers for the construction area, 650 square kilometers for farmland, 450 square kilometers of suitable construction area for the future and 150-200 square kilometers for intensive development as scheduled.
Beyond existing administrative divisions, the zone plans to allocate marine and land resources; scientifically plan the production, living and ecological zone; and establish a development layout based on "One Center and Five Districts" according to the thought of ecological partition and continent development.
The West Coast New Economic Area includes the Qingdao Economic and Technological Development Zone, the Economic Development Zone in Jiaonan, the Lingang Economic Development Zone, the city of Jiaonan and some city areas in Huangdao.
It is expanding its national-level development strategy and forming a new economic district center in West Coast with an area of 330 square kilometers. It is establishing an administrative, finance, business, culture and education center and city center in the west coast of the new district. Relying on Tangdao Bay and the seaside along Lingshan Bay, it focuses on developing financial services, modern commerce, tourism and resorts, construction of CBD, developing the financial center in West Coast and strengthening comprehensive services.
It attracts internationally influential culture events and summits, promotes the establishment of culture industrialization and brands, and is establishing a new human district. Relying on the port economic development zone of Qingdao city, it focuses on developing digital household appliances, wind power equipment, biopharmaceuticals and new materials, and establishing new strategic industry cluster zones.
Chapter 2 Five major economic function areas
Taking the bonded function area as a new engine of development in the new zone, it focuses on giving preferential policies in the national-level industrial park full play.
Function Expansion Zone in Bonded Zone
The total area of the bonded port district in Qianwan is 9.72 square kilometers. The zone will adjust the closed area of the bonded district in Qian Bay, adopt a replacement model at different places and close the area in Wangtai district. It will transform the export processing area in West Coast to an export & import processing area or comprehensive bonded area. It will establish a bonded logistics center in Dongjiakou Port, transform into a bonded area gradually and form a core area with four bonded areas.
The area plans to construct industrial supporting areas and establish two major bonded districts in Jiaozhou Bay and Dongjiakou district with combined total area of 110 square kilometers. It will bring the functions of the port and bonded area into full play and strive to implement off-shore finance businesses. The area will promote international trade, shipping logistics, port manufacturing and financial interaction.
It focuses on developing bonded logistics, bonded processing, international trade, airport services, aviation, new materials and equipment manufacturing. It seeks to establish a national aviation industry and strategic storage base of bulk materials. It strives to establish an international trade center, international logistics center, international shipping service center, and trade and pricing center for bulk materials.
International Economic Cooperation Zone
This zone covers Hongshiya, Xin'an, Lingzhu Mountain, and some areas on Huangdao street and Wangtai town. It has an area of 190 square kilometers.
It plans to construct a Sino-German ecological area and Sino-Japan-Korea economic cooperation area. The Sino-German ecological area will focus on strengthening modifications to become an ecological city and planning an ecological park. It will also seek cooperation between the energy conservation and environmental protection industry, energy environment technology, energy conservation ecological demonstration project, vocational education, talent training, and investment and financing services so as to establish a top industrial ecological park with extensive demonstration significance. It will serve as a gathering area for top world ecological companies. It will also create a world ecological technique research area and livable ecological demonstration area.
The Sino-German ecologic area focuses on strengthening key cooperation with European and American markets in marine economy and ecology protection. It also seeks to develop strategic new industries and industrial designs regarding high-end equipment manufacturing, electronic information, energy conservation and environmental protection, new materials, scientific research and cultural creative industries.
Relying on the Declaration of Qingdao signed by 10 cities in China, Japan and Korea, the economic cooperation area of Sino-Japan-Korea will strengthen cooperation between Japan and Korea in marine science and technology, new energy, new material, biotechnology and information network.
The zone will establish a Sino-Japan industrial zone and Sino-Korea industrial zone. It will focus on developing new energy automobiles, automobiles and spare parts, ships and spare parts, equipment manufacturing near the port, textile machines, biomedicine and new materials. It will establish a Sino-Japan-Korea circular economic demonstration base and production base for automobiles and new energy automobiles.
Dongjiako Economic Zone
This zone covers Boli town and Langya town and has an area of 235 square kilometers. It plans to build an industrial area as well as a tourist area. The industrial area will establish a national storage, processing and logistics base of bulk materials and important trade center.
It will develop heavy chemical industries, including petrochemicals, equipment manufacturing, special steels, seawater desalination and marine new energy. It will take over traditional industry transformation in the east district and new center district and establish a national petrochemical base and national circular economic demonstration area.
It is suitable for tourism and settlement. It will take over the historical and cultural heritage of Langya, develop human and natural scenic areas in a protective manner and establish a national tourist and resort area in Langyatai. It will develop service sectors like finance, commerce and tourism services, which complement the port industry. It will accelerate supporting public service facilities, refine comprehensive service roles, and strengthen green land construction and ecological protection in the industrial and living zones.
International Tourist and Resort Area in West Coast
This area covers the island, ecological areas in Dazhu Mountain and Xiaozhu Mountain. It spans 190 square kilometers. The area, consisting of a provincial tourist and resort area (including Zhucha Island) covering Phoenix Island, Lingshan Island and Zhaitang Island, vigorously develops modern cultural sectors such as film production, publication media and cultural creation to create a film cultural base.
The area will establish a water park at Zhucha Island and develop top tourism attractions like duty-free shopping centers, leisure facilities and resorts. It will bring the advantages of the provincial natural protection area of Lingshan Island into full play and develop ecological tourism. It will establish an ecological and leisure tourist island at Zhaitang Island. It will create a famous cultural, leisure island and tourist resort.
The ecological area in Dazhu Mountain will strengthen vegetation restoration and grotto culture protection, develop tourism, folk cerebrations, art creation, leisure and physical fitness. It will make a Buddhism cultural tourist area with features from the Tang Dynasty (AD 618-907).
The ecological area at Xiaozhu Mountain will bring the culture and geographical advantages of national forest park and Buddhism culture into full play.
Service guarantee area at Guzhenkou
Guzhenkou covers Binhai and Zhangjialou town and has an area of 60 square kilometers. Donglu at Dazhu Mountain will establish a ship guarantee park and develop the shipping and equipment repair industry. It will also develop supporting service sectors such as commerce and trade, culture, education and entertainment.

Characteristic marine industrial system in West Coast
Following the lead of strategic new industry development, West Coast will strengthen the advanced manufacturing industry at the port, vigorously develop the marine services sector, improve modern marine fisheries and establish a modern industry system with marine features.
Chapter 1 A strong and advanced manufacturing industry at the port
Marine equipment manufacturing industry
The zone will strengthen the shipbuilding industry and develop large oil tankers, bulk carriers, large container ships, luxury yachts, chemical tankers, special ships, key components and ocean liners.
The zone will strengthen the marine structure engineering and equipment manufacturing industry and develop marine engineering equipment and supporting industries such as deep-sea drilling platforms, floating production storage units, marine research equipment and deep-ocean resource exploitation equipment.
The zone will strive to introduce an automobile project and develop new energy automobiles, special automobiles and spare parts. It will develop new energy equipment for wind energy, ocean energy and solar energy; large petrochemical plants; sea water desalination equipment; port machinery; marine instruments and devices. It will develop special steel and deep processing for top-quality steel for marine and petrochemical plants.
Electronic information industry
The zone will develop the new-generation information technology industry including new displays, core Internet equipment, integrated circuits, Internet and cloud computing and establish a national large data center.
The zone will improve core products in automotive electronics, Internet intelligence appliances, digital audio-video, satellite installation, chips and integrated design. It will develop marine monitoring, information services, value-added Internet services and software services.
Marine high-end petrochemical industry
The zone will build the petrochemical base at Dongjiakou. It will produce ethylene and bulk organic chemical products with high added value. It will produce synthetic materials such as resin, rubber and chemical fiber. It will develop high-end petrochemical products in sectors of electronics information, automobile and light textile. It will develop the new marine chemical industry vigorously.
Aviation industry
The zone will develop the installation and repair of aviation equipment, spare plane parts, industrial aviation design, aviation education and training, airborne equipment and aviation new materials.
The zone will establish an operation and service system for helicopter research and development, assembly and sales. It will build a universal airport for commercial planes and a test field for helicopters. It will develop an aviation tourist sector and establish a production, repair and service base for aviation. The Shandong Aviation Industrial Park was upgraded to a national aviation industrial park.
New marine industry
The zone will develop the seawater desalination industry on a large scale and establish a national demonstration base for seawater desalination. It will develop skills for marine trace chemical elements extraction and sea bead minerals processing and investigation. It will also establish a production base for polymetallic nodules.
Chapter 2 Develop the marine service sector
Marine transportation and logistics industry
The zone will accelerate the establishment of a large logistics park and logistics and distribution center. It will introduce and develop logistics companies and develop international transit routes. It will strengthen the link of marine, land and air transportation.
The zone will develop multiple joint transportation systems and implement logistics services. It will improve the logistics service capacity of a third party and develop bonded logistics. It will accelerate the logistics service outsourcing of companies and achieve integration and development of logistics with other sectors.
Marine cultural tourism sector
The zone will promote the deep development of the cultural tourism industry. It will establish an important domestic marine culture base and world tourist destination
The zone will utilize historical and cultural resources like Dongyi culture, Qi culture and Langya culture; combine them into modern marine cultural elements; and develop historical and cultural tourism.
The zone will develop sectors focusing on video media, animation, gaming, publication, software development, and literary and artistic creation. It will establish a movie and television training center, creation and copyright trade market, industrial park for animation, Dongyi culture industrial park and Dani cultural industry park. It will also hold a marine culture festival and present the Golden Phoenix Award.
The zone will develop the cruise liner economy vigorously, developing ports for luxury liners and wharfs for yachts. It will also develop a marine experience for sailboats, sailboards and yachts.
The zone will upgrade the tourist level of Hai Island and Fishing Village. It will promote the establishment of provincial tourist and resort areas, including Phoenix Island and Langyatwi, as well as 4A scenic areas, including Xiaozhu Mountain and Dazhu Mountain. It will make an integrated tourism chain consisting of mountains, sea, city, culture, tourists and commerce.
Marine finance service sector
The zone will strengthen finance innovation, expand foreign finance businesses, establish a navigation finance office and develop derivative shipping insurance products.
The zone will develop various finance agents and organizations, establish Huanghai Bank and support overseas and domestic finance agents to establish headquarters, branches and service agents in the new district.
It will accelerate the development of small loan companies and financial guarantee companies. It will promote the establishment of finance demonstration areas combining industry and finance. It will implement loans against collateral on usufruct of ship and sea areas. The zone will introduce and develop equity investment agents, establish development funds in the new district. The zone will establish an exchange for carbon emissions in North China.
Chapter 3 Improve and develop modern marine fisheries
The area will promote the national fish center at Jimiya Port, establish a national port in Langya, implement a fishery project in the sea, establish a marine team, establish a national marine fishery base and a comprehensive trade center for marine products, and set up a distribution and price center for local marine products. It will develop deep-sea cultivation and accelerate the establishment of the marine ranching and national cultivation center for seafood.
The zone will vigorously develop deep processing and trade in marine products. It plans to establish a deep processing base and develop leading companies and quality local products. It will strengthen the integrated logistics establishment of marine products and establish a convenient distribution system with several channels.
