中瑞建立“創(chuàng)新戰(zhàn)略伙伴關(guān)系”

4月8日，習(xí)近平在人民大會堂同瑞士聯(lián)邦主席施奈德?阿曼舉行會談，兩國元首一致決定建立中瑞創(chuàng)新戰(zhàn)略伙伴關(guān)系，瑞士成為中國首個創(chuàng)新戰(zhàn)略伙伴關(guān)系國。

China and Switzerland will establish an innovative strategic partnership to promote common development and prosperity, a joint statement issued on Friday said.
中瑞一份聯(lián)合聲明指出，中瑞將建立創(chuàng)新戰(zhàn)略伙伴關(guān)系，以促進(jìn)兩國共同發(fā)展和繁榮。

創(chuàng)新戰(zhàn)略伙伴關(guān)系（innovative strategic partnership）是對中瑞雙邊關(guān)系具有豐富而深刻內(nèi)涵以及重要意義的肯定，開拓創(chuàng)新精神是中瑞關(guān)系發(fā)展的突出特點（The pioneering and innovative spirit is a distinct feature of China-Switzerland relations）。

瑞士成為中國首個創(chuàng)新戰(zhàn)略伙伴關(guān)系國，也是我國首個以五大發(fā)展理念（five development concept of innovation, harmonization, green, openness and sharing）定位和命名的外交關(guān)系國。

習(xí)近平指出，瑞士是最早同新中國建交的西方國家之一（Switzerland?was one of the?very first?Western countries?to establish?diplomatic ties with?China），兩國共同培育了平等、創(chuàng)新、共贏的中瑞合作精神（the two countries have jointly cultivated a cooperative spirit featuring equality, innovation and win-win），合作之路越走越寬。

習(xí)近平強調(diào)，堅持平等互尊、交流互鑒是今后發(fā)展中瑞創(chuàng)新戰(zhàn)略伙伴關(guān)系的政治基礎(chǔ)（the political foundation of the two countries' innovative strategic partnership lies in adherence to equality, mutual respect, exchanges and mutual learning）。

雙方應(yīng)建立和加強戰(zhàn)略磋商等各類對話機制（enhance strategic consultations），增進(jìn)相互理解和信任（increase mutual understanding and trust），統(tǒng)籌規(guī)劃重點合作領(lǐng)域（outline major cooperative areas），將兩國關(guān)系新定位落到實處（effectively implement the new partnership）。

雙方應(yīng)該在鞏固擴大自由貿(mào)易和金融合作基礎(chǔ)上，把中國實施創(chuàng)新驅(qū)動戰(zhàn)略同瑞士的創(chuàng)新優(yōu)勢相結(jié)合，支持兩國搭建創(chuàng)新合作平臺（support the establishment of innovation cooperation platforms），開展企業(yè)、高校、科研機構(gòu)間創(chuàng)新合作（encourage innovative cooperation between businesses, colleges and research institutes），深化在可再生能源、現(xiàn)代生態(tài)農(nóng)業(yè)、節(jié)能環(huán)保、醫(yī)藥等領(lǐng)域互利合作（deepen mutually beneficial cooperation in renewable energy, modern eco-agriculture, energy saving and environmental protection, as well as medicine）。

【回顧中國與各國的伙伴關(guān)系】

中英全面戰(zhàn)略伙伴關(guān)系（comprehensive strategic partnership between Britain and China）：2015年10月，習(xí)近平主席訪問英國時，雙方就雙邊關(guān)系(bilateral relations)及重大國際和地區(qū)熱點問題深入交換意見，并達(dá)成重要共識(important consensus)，決定開啟持久(enduring)、開放(inclusive)、共贏(win-win)的中英關(guān)系“黃金時代”(a golden era)。

中美新型大國關(guān)系（new type of major-power relationship between the US and China）：以相互尊重(mutual respect)、互利共贏(mutual benefit and win-win)的合作伙伴關(guān)系為核心特征的大國關(guān)系，是崛起國(developing country）和既成大國(developed country)之間處理沖突和矛盾的新方式。

中巴全天候戰(zhàn)略合作伙伴關(guān)系（all-weather strategic partnership of cooperation between Pakistan and China）：無論國際局勢如何變化，無論巴基斯坦國內(nèi)局勢如何變化，中巴之間的友誼不變。
