Joint efforts needed to address global challenges

    UNITED NATIONS - China on Wednesday called on the international community to strengthen multilateral cooperation when addressing new global threats and challenges, and respond through collective actions while adhering to the purposes and principles of the UN Charter.

    Li Baodong, permanent representative of Chinese mission to the UN, made the remarks at a Security Council open debate entitled " New Challenges to Security."

    Li said that the world is undergoing profound and complicated development and change.

    "Traditional security issues such as conflicts, wars and territorial disputes still remain, while non-traditional issues like poverty, terrorism, proliferation of weapons of mass destruction, transnational organized crime, cyber security have also come to the fore. The two are often interrelated and mutually reinforcing," he said.

    "Faced with various global security threats and challenges, the international community should strengthen multilateral cooperation, and respond through collective actions while adhering to the purposes and principles of the UN Charter," the ambassador said.

    He said that the United Nations and the Security Council can play their duel roles according to the UN charter and their respective division of labor.

    On the issue of transnational organized crime, Li said that the Security Council may continue to pay attention to the issue from the prospective of prevention and settlement of conflicts.

    On preventing and treating HIV/AIDS and other communicable diseases in conflict and post-conflict situations, Li said that the Security Council should give due consideration to the needs to prevent and treat these diseases when formulating plans on post- conflict rebuilding, security sector reforms, and reintegrating the former combatants, and closely cooperate with the World Health Organization.

    On climate change, Li said that the international community should strengthen their cooperation on the basis of UNFCCC and Kyodo Protocol so as to face the challenge together.

    "China has always participated in the negotiations and international cooperation on climate change in a cooperative and constructive manner. We advocate that climate change should be dealt with under the framework of sustainable development and in accordance with the principle of fairness and common but differentiated responsibilities," Li said.

    He stressed that in dealing with the above-mentioned new challenges, various UN entities need to carry out their work according to their division of labor, and competitive advantage and the request of the UN Charter.

    "They should maintain coordination and synergy, while avoiding duplication of efforts, resulting in different opinions and waste of resources," he said.

    He also urged the international community to pay paramount attention to various difficulties facing developing countries, and proactively provide financial and technical assistance to them.
