It means that Linda has been better and better – more successful than before.

Linda used to be a local star. Now she travels all over the globe as an internationally recognized singer. To be a local star is no mean feat. Therefore it was a strong point (strength), great achievement. To be an international star today is another strong point (strength), only bigger.

Therefore to go from strength to strength is to get even better than before, i.e. stronger and more successful.

From strength to strength reminds us of another common phrase which is from victory to victory.
